OPI and China Glaze have my favorite glow-in-the-dark nail polishes (I actually reviewed Zom-Body to Love (OPI) this past Halloween). You might have to see if you can snag a bottle somewhere online, though. I think most glow-in-the-dark nail polish is sold during Halloween. Also, most glow-in-the-dark nail polishes seem to need to “charge” in the light, so you may want to see if that’s what your bottle needs.

And I think that’s a great goal to have! :)
