Currently, I really dig CND Stickey base coat. I hardly ever get any chips!

Also, when you apply base coat or any nail polish to your nails, make sure the surface of your nails are completely free of any oils. If your nails have been naked for a few days, for instance, get some nail polish remover on a cotton ball, and quickly wipe each of your nails to ensure the surfaces are totally dry. This will also help base coats/nail polishes to stay on longer.
