This shade is from China Glaze’s winter 2011 Let It Snow collection. It is a silver foil (the foil-like tendencies of this shade are obvious from how the flash bounces off the color) with silver shimmer. 
The formula for this nail polish was easy to work with, and it actually dries incredibly fast. It looks fairly opaque with one coat, but in the photo above, I am wearing two coats of nail polish.
I think Icicle is a perfect January color since it looks wintery, but also appears clean and fresh—exactly what you need to get geared up for spring colors!
